Bio: What better a weapon to have then the ability to talk your way out of anything. Buddy Flood could run his
mouth, in fact he ran it right into Mutating himself into the Villain known as the Liquidator. Before his accident,
Buddy Flood was a Water Salesman that wanted to increase his own profits, so he planned on contaminating ever
other water source in the city so that only his brand of water would sell. Unfortunately Darkwing Duck caught
onto his plan and confronted the sneaky salesmen, a fight ensued and Bud Flood ended up falling into a batch of
his own contaminated water.  Whoops.

Thus he was mutated into
The Liquidator. A slippery villain with the power to control water. In fact he was
water. All the molecules in his body had been converted to liquid H20. And with no jobs for guys who couldn't go
anywhere without getting the carpet soaked, he turned to villainy.

Flood the city. Rob the bank. Flood the city Rob the bank. It wasn't till a few years later that he discovered he
could, with some concentrating, retain his original host body. That is when the Liquidators mind turned to
politics. Why Over run the city with water when you could just be running it and all the water in it?

So a year after Darkwing's Death, Buddy Flood began his campaign for the city of St. Canard. He lost the first
time around, but had no plans on quitting this year. He has lot of supporters with his knew " keep the Villains out
of your house" Prob. Of course embezzling funds on the side and working with the mobster
Steelbeak on the
matter couldn't hurt.  And anyone that gets too close that they are getting their nose wet tends to find
themselves drowning while standing up.

With the sudden escape of one
Bushroot, Flood's popularity rocketed. Now more then ever the citizens of St.
Canard want the villains out of their homes..

.. and apparently into  
office.
